About Us
The Djiboutian Community Council of Australia (DCCA) is organized on the basis of a federalist
form of governance system meant to replicate the geographic size, demographic population
distribution, and the administration structures in Australia. This model will guarantee effective
representation, local responsiveness, and national coordination.
The National Council also serves as a central governing body and is in charge of developing
national policy, participating in the federal government, coordinating among various interstate
activities, and making international liaison, including with diplomatic posts and international
Djiboutian institutions. It offers strategic guidance, sets organizational standards, and creates
uniformity at all the jurisdictions of operation.
State and Territory Chapters (including, but not limited to, DCCA Victoria and DCCA Western
Australia) are formed in order to support the local social, cultural, and settlement needs of the
Djiboutian communities. These chapters have the power to establish and provide programs and
services as well as cultural activities that pertain to their areas of jurisdiction under the jurisdiction
of the national constitution. This decentralized structure makes it accessible, participatory at the
grassroots as well as flexible whilst still having a common mission, governance structure and
organizational identity
